Register places emphasis on the context of situation, as defined by the field, tenor and mode variables. It does not account for the relationship of language to the context of culture. Functional genre theory fills that gap by providing an emphasis on social and cultural factors as the generating factors of all action, including linguistic action, through the concept of genre.
